The Directorate General of Foreign Trade (DGFT) has issued Notification No. 25/2026-27 dated 24 July 2026, changing the import policy for Suspension Grade PVC Resin (S-PVC) under ITC HS Code 39041020.
What Has Changed?
Earlier, the import of S-PVC was Free. Under the revised policy:
- S-PVC with a CIF value of USD 0.766 per kilogram or less is Restricted
- S-PVC with a CIF value above USD 0.766 per kilogram remains Free
- The condition will apply for six months from the notification date
A Restricted policy does not mean import is completely banned. The importer may need DGFT authorisation or permission.

Exemption
The Minimum Import Price condition will not apply to:
- 100% Export Oriented Units
- SEZ units
- Advance Authorisation holders
However, the imported inputs must not be sold in the Domestic Tariff Area.

What Should Importers Check?
Before importing S-PVC, verify:
ITC HS Code → CIF Value per kg → Import Policy → DGFT Permission → Applicable Exemption
Failure to follow the revised policy may lead to Customs queries, clearance delays or compliance issues.

Conclusion
The revised S-PVC Import Policy makes the product’s CIF value per kilogram an important compliance factor. Imports priced at USD 0.766 per kilogram or less are classified as Restricted, while imports above this value remain Free for the specified six-month period.
Importers should verify the ITC HS Code, CIF value, import policy, DGFT permission and applicable exemption before placing an order or filing the Bill of Entry. Proper verification can help avoid Customs queries, clearance delays and compliance issues.
