DGFT Update: 544 SIONs Proposed for Suspension

DGFT has proposed suspension of 544 Standard Input Output Norms (SIONs) that remained unutilised under the Advance Authorisation (AA) and DFIA Schemes during the last three financial years.

DGFT 544 SIONs Suspension: Which Products & Commodities May Be Affected?

The proposed SIONs relate to different export products and manufacturing sectors. Exporters should identify their SION number in the Annexure and then verify the corresponding product and input norms.

Broadly, businesses should review SIONs relating to:

  1. Chemicals & Pharma
Chemical products, pharmaceutical products, intermediates, dyes and related products.
  2. Engineering Products
Machinery, engineering components, automobile-related products, metal products and other manufactured goods.
  3. Textiles & Garments
Fabrics, garments, made-ups, knitwear and other textile products.
  4. Leather & Footwear
Leather products, footwear and related manufactured items.
  5. Plastics & Rubber
Plastic products, rubber products, packaging and related items.
  6. Food & Agricultural Products
Processed food, agricultural products and other food-related export items.
  7. Other Manufactured Products
Various other products covered under the existing SION framework.

Exporters are advised to verify their SION numbers against the DGFT Annexure.
  • What Should Exporters Do?

If your SION appears in the proposed list, check:

  1. Whether you have used the SION under AA/DFIA
  2.  Your past utilisation
  3.  Whether you have a future requirement
  4.  Supporting documents showing why the SION should continue

DGFT has specifically invited stakeholders to submit reasons for continued retention, actual/proposed utilisation and supporting documents.

Stakeholders can submit reasons for continued retention and utilisation details within the 15-day comment period. Includes DGFT EXIM Consultants contact details.
  • Important: These are broad product categories for explaining the issue. The uploaded Trade Notice itself provides the 544 SION numbers in its Annexure, rather than a product-wise commodity table. Therefore, exporters should match their individual SION number with the applicable DGFT SION details before concluding that a particular product is affected.
  • 15-Day Deadline

Comments/views should be submitted within 15 days from 7 September 2026. After considering the representations received, DGFT may proceed with suspension of the identified SIONs.

  • Key Message for Exporters

Don’t wait for the final suspension.

If your business depends on any of these SIONs for Advance Authorisation or DFIA, review the Annexure now and submit a proper representation if the SION is required for your current or future exports.
