The Directorate General of Foreign Trade (DGFT) has issued Public Notice , introducing revised guidelines for the export of Wheat Flour (HS Code 1101) and related products.

If you are a flour mill owner, merchant exporter, EOU, or SEZ unit, this update is critical for planning your exports in the 2025-26 period. Below is a simple and detailed explanation of eligibility, timelines, application procedure, and compliance requirements.

If you are a flour mill owner, merchant exporter, EOU, or SEZ unit, this update is critical for planning your exports in the 2025-26 period. Below is a simple and detailed explanation of eligibility, timelines, application procedure, and compliance requirements.


Who Is Eligible to Export Wheat Flour?

Export authorization under the new DGFT guidelines is available to the following categories:

1. Manufacturer Exporters

  • Flour mills or processing units

  • Must hold a valid IEC

  • Must have a valid FSSAI license

2. Merchant Exporters

  • Valid IEC and FSSAI license required

  • Must have a formal supply agreement with an eligible flour mill

3. EOUs / SEZ Units / Advance Authorization (AA) Holders

  • Eligible to apply for additional export allocation beyond their existing imported wheat entitlement


Application Timeline (Important Dates)

DGFT will accept applications in monthly windows, subject to availability of export quantity:

  • First Application Window:
    21 January 2026 to 31 January 2026

  • Subsequent Application Windows:
    Last 10 days of every month, until the allocated export quantity is fully exhausted

 Early application is strongly recommended due to limited quotas.

Key Conditions & Compliance Requirements

Before applying, ensure the following mandatory conditions are met:

  • Minimum Application Quantity:
    At least 2,500 MT (applications below this quantity will not be considered)

  • Trade Connect Registration:
    Exporters must be listed on the “Source from India” facility on the Trade Connect ePlatform (www.trade.gov.in)

  • Authorization Validity:
    Export license will be valid for 6 months from the date of issue

  • Non-Transferable License:
    The export authorization cannot be transferred and must be used only by the original applicant


Documents Required for Wheat Flour Export Authorization

Applicants must submit the following documents online:

  • Valid Importer Exporter Code (IEC)

  • Valid FSSAI License

  • Proof of installed capacity and average monthly production

  • Past export performance details

  • Confirmed export order / contract

  • Self-declaration confirming wheat is domestically sourced and not diverted from PDS

  • CA Certificate showing turnover for the last five financial years


Post-Export Compliance & Reporting

After completing the export, exporters must:

  • Submit a Landing Certificate

  • Deadline: Within 30 days of export completion

  • Email submission to:
     sefc-wheatflour-dgft@gov.in

The documents will be reviewed by the Special Exim Facilitation Committee (SEFC).
